Two mosque guards reported four men in ING uniforms had
blindfolded them and planted explosives. A second witness, Muhammad al-Samarrai,
the owner of an internet cafe in the area, was told to stay in his store
and not leave the area. From 11 pm until 6:30 am, ten minutes before two
bombs were detonated, the area surrounding the mosque was patrolled by
"joint forces of Iraqi ING and Americans," according to al-Samarrai.

the bombing. There is a daily curfew in our city (Samarra) starts from
8:00 in the evening until 6:00 in the morning, in the night before the

the ING in the area around the mosque, I heard their cars the whole
night until next day in the morning. The Mosque Guard's testimony says:

An audit of US reconstruction spending in
Iraq has uncovered spectacular misuse of tens of millions of dollars in
cash, including bundles of money stashed in filing cabinets, a US
soldier who gambled away thousands and stacks of newly minted notes
distributed without receipts. The audit, released on Wednesday by the US
Special Inspector-General for Iraq Reconstruction, describes a country
in the months after the overthrow of Saddam Hussein awash with US
dollars and a "wild west" atmosphere where even multi-million-dollar
contracts were paid for in cash.

The agency quoted a shaykh in the ar-Rabi`ah tribe which is native to
southern Iraq as saying that when local people refused to leave their
homes on Saturday to take part in the American-backed referendum,
political parties tied to the US-installed regime in Baghdad used "their
own means" to cast votes in the name of the local residents who never
went to the polls.
